The problem has been fixed in doc-debian (6.5) (jan 2021) or earlier:
Currently, https://packages.debian.org/sid/doc-debian no longer mentions
ftp://ftp.debian.org but correctly states "All of these files are available
at http://ftp.debian.org/debian/doc/ and mirrors thereof."
( It's _also_ fixed in debian-faq,
https://packages.debian.org/sid/debian-faq is now correct too. )
