The connection of the client to the server is always rejected the first time.
Afterwards it connects with a "next server":

With the older server V 1.2.18 this message does not appear.
A connection with the older client V 1.3.0 (within Debian 10) to the current
server is generally not possible and always
rejected!
Maybe the maintainer can help with this problem?

You're welcome, I'm glad I was able to assist.
Thank you for taking the time to write a detailed bug report; it was the detail
level of the bug report that allowed figuring out a possibility of what might
have been the issue.
The problem is identified by the firewall of a Fritzbox, that is not able to
handle correct IPV6.
After disabling IPV6 the problem disappears.
This bug report can be closed.
I'm closing the bug; for future reference, it's also okay for the original bug
reporter to close the bugs themselves once they're resolved.
