With the taskbar set at the bottom, and the panel set to horizontal,
both appear along the bottom of the screen. The problem is that if I
mouseover the taskbar to unhide it, it appears underneath the panel
making a large chunk of it unusable.

It's equally defective even with taskbar autohide off.

The 4.4beta1 packages are in unstable now and fix this properly
upstream so I'm closing this bug.

You can have freely movable panels of all sorts with tasks in them if
you so desire so you should both be able to get whatever you want out of
it.
