I found 'LANG=ja_JP.UTF-8 man apt_preferences' produced very long empty
strings/lines after I progressed to 16 pages.
I'm not sure this is by man page error or groff bug,
but at least troff seems be confused.

I noticed this issue existed in Wheezy also.

I cannot reproduce this with groff 1.22.4 on a Debian Buster-based
system.
Normally I would try to Git bisect down to the commit that fixed it, but
this bug predates a rewrite of groff's build system so it is really
tedious to chase bugs back before 1.22.4.
