There're a few PDL manual pages that bear copyright notices (see
below) that, to my understanding, limit the user's freedom to
distribute the derived works. Specifically, these notices
conflict DFSG [1] in that they either:
• disallow “modifications and derived works” (by the means of
format conversion) “to be distributed under the same terms as
the license of the original software” (DFSG #3; should we
assume that the license allows commercial distribution of the
unaltered documentation);
• restrict a “party from selling or giving away the software as
a component of an aggregate software distribution containing
programs from several different sources” (DFSG #1; should we
assume that the commercial distribution is denied altogether.)
I thus believe that the distribution terms of the manual pages
in question should either be changed or clarified, or the manual
pages should be removed from the Debian package.

Thanks to Ed J for reaching out to the initial documentation authors,
this issue is finally resolved.
PDL::Objects & PDL::QuickStart were fixed in PDL 2.078,
and PDL::BadValues in 2.079.
