Hi ftpmasters,

Please drop matrix-construct from (its only presence in) experimental.

I no longer have an interest in maintaining it, and it seems upstream is
not developing it any longer as well (judging from upstream commits and
bug tracker).

Anyone wanting to rehash this might want to instead look at seemingly
