Hi,
the functionality of lsb-base is in the essential set in bullseye as
well as in bookworm and now provided as a virtual package by
sysvinit-utils. Since debootstrap does not understand the Provides
relationship, it is pulling in an empty lsb-base transitional package
which breaks the mmdebstrap autopkgtest.
This bug report has been filed against cron, ifupdown, kmod and procps
which are those packages in the Priority:important set that depend on
lsb-base and thus block mmdebstrap right now.

Further discussion about the lsb-base removal will probably happen in
