hipcc.pl adds "--enable-new-dtags -Wl,-rpath=$HIP_LIB_PATH:$ROCM_PATH/lib" to
the link flags unconditionally. This seems like a problem, as it needs to be
stripped in every package built with hipcc. It should probably either be
controlled by an environment variable or removed from hipcc entirely.
