In 3.1.47-1 of smarty3, we disabled the generation of parsers/lexers.
Strictly regarding this, this violates Debian policy (as we need to
build all files from source and don't ship machine-generated code as
source files).
This is a reminder bug that shall let us remember to undo the
disabling as done for the 3.1.47-1 upload (in debian/rules).
