It seems the oh-my-zsh repository was moved it github, so a change in
/usr/share/zplug/base/core/core.zsh line 181
from:
typeset -gx _ZPLUG_OHMYZSH="robbyrussell/oh-my-zsh"
to:
typeset -gx _ZPLUG_OHMYZSH="ohmyzsh/ohmyzsh"
fixes the issue.
