RFC 4648 §5 <https://www.rfc-editor.org/rfc/rfc4648#section-5> defines an
alternative URL-safe alphabet (with "-" and "_" instead of "+" and "/"). Please add an option to base64(1) to use this alphabet.

    basenc is added to complement existing base64,base32 commands,
    and encodes and decodes printable text using various common encodings:
    base64,base64url,base32,base32hex,base16,base2,z85.

The first package in Debian ≥8.31 is 8.32-1 per snapshot.d.o.
