libapache2-mod-encoding fails to cross build from source, because
debian/rules uses the build architecture compiler as a make default. The
easiest way of fixing that - seeding it from dpkg's buildtools.mk -
makes libapache2-mod-encoding cross buildable. I'm attaching a patch for
your convenience.
