Please change the section of libtiff-dev from oldlibs to libdevel, as
the files have been moved there from libtiff5-dev several years ago:

Having it in section oldlibs causes some minor but real problems, as apt
treats this section specially. The libtiff6 and libtiffxx6 packages had
been marked as manually installed on my system which is not really
desirable.
Relatedly, libtiff5-dev has become a transitional package for
libtiff-dev and should be moved to section oldlibs.
Both of these changes have already been made by the maintainer.
