The python-azure-devtools pacakge no longer has any reverse dependencies
and is 'archived' upstream. It doesn't support Python 3.11 and now is
the time to remove it from Debian.

Closing the bug due to continued lack of response and where we are in the 
freeze process.  If this is still needed after Bookworm is released, please 
file a new bug then.
