I'm sorry but I do not know what package is responsible for that--there's no more "kicker", no debian kde package matches "*panel*", and there's no "About" item in the panel menu. Perhaps lack of identifiability is another bug? Anyway. My panel is set to autohide. But if I plug in or unplug a device, then a little box pops up saying so. The problem: this box pops up in a random virtual desktop (I'm using Sawfish), and is impossible to find without flipping through them all. Moreover, as long as that box exists, the panel will not autohide. So the panel stays up, covering the bottoms of my windows, until I manually flip through all of my virtual desktops, find the "device plugged in" box, and pass the mouse through it, go back to my original window, and pass the mouse in and out of the panel. Expected behaviour: (1) don't make the device box require the panel be visible. (2) make sure that the device box pops up in the current desktop, or all desktops? (3) alternatively, let me disable the device popup. systemsettings doesn't make it obvious how to do that.
