The KDE4 `klipper` package's contents are now included in the `plasma-workspace` package. In order to ensure a correct upgrade experience, an empty binary `klipper` package should exist containing just `Depends: plasma-workspace` and the `plasma-workspace` package should add all three of: `Conflicts: klipper` (to ensure both can't be installed at the same time), `Replaces: klipper` (to ensure the upgraded package can be installed), and `Provides: klipper` (to ensure that any packages with `Depends: klipper` still work). These transitional measures can be removed in `buster` since it is only supported to upgrade one release at a time.
