Hi,
despite the @reboot cronjob on my unstable system, atsar is not
running. I see cron invoking

in syslog, but the data collector is not running.
If this helps, it's a notebook running unstable, being suspended and
resumed frequently, with systemd as pid 1, but still cron instead of
systemd-cron.

atsar was last released with Debian 8 (jessie) in April 2015
and has been removed from the Debian archive afterwards.

Regular security support for jessie ended in June 2018 and LTS support
ended in June 2020. I'm closing the remaining bug reports now.
