Package: libc-ares-dev

I tried to get libnss-resolver working in Debian to talk to Tor on a
machine where port 53 is already used by dnsmasq, and this proved to be
very hard as the DNS server port setting is ignored.

The upstream pull request <URL: https://github.com/bagder/c-ares/pull/19 >
solve it, but it is not meged because it changes the API and ABI of the
library.

Hello,

I believe the issue has been fixed a long time ago.
