The latest released version is 3.6.1.0, which can be found at: http://www.debian.org/doc/debian-policy/ At a guess, you updated the version of Standards-Version, rather than the debhelper by mistake on a previous upload. This bug might be of a more serious severity as you are not following section 5.6.10 of the Debian Policy which states that the Standards-Version headers is "The most recent version of the standards (the policy manual and associated texts) with which the package complies", but as it is a trivial bug to fix, I've left it at minor.
