The netcdfg-dev package depends on libc6-dev, which makes it uninstallable
on any of the architectures which have other libc-dev packages.
If the package truly depends on GNU libc, it should include (at least)
libc6.1-dev as well; in the more likely event that it only requires having
standard C library headers, it should depend on 'libc6-dev | libc-dev'.
