Dear Maintainer,
it appears that /sbin/init is linked against
/usr/lib/x86_64-linux-gnu/libpcre2-8.so.0 .
This prevents from booting without an initrd image
when `/` and `/usr` are mounted on different partitions.
An immediate solution is to place libpcre2 in the root
partion `/`, namely in /lib/<triplet> .

As Thorsten has already said, this has not been supported for several releases.

That would be a change in the libpcre2 package. However, I know this has been
asked recently[1] and, whilst Matthew is sympathetic, Debian policy does not
allow it.
So closing as unable to fix. Sorry.
