bts is currently unable to file bug reports via reportbug.debian.org:

bts: failed to open SMTP connection to reportbug.debian.org
(SSL connect attempt failed error:0A000086:SSL routines::certificate
verify failed)
According #debian-devel, this is probably caused by a combination of the
TLS configuration of reportbug.d.o and bug #1029588 [1].
