Yes.  This has already been done, and this functionality is present in
unstable.  Just add "linux32" as a third parameter in dchroot.conf.

For stable, I would suggest building

http://ftp.debian.org/debian/pool/main/d/dchroot/dchroot_0.13.dsc
http://ftp.debian.org/debian/pool/main/d/dchroot/dchroot_0.13.tar.gz

Later versions than 0.13 (0.99.0-1 and above) need more work to build
on stable due to missing build dependencies.  You can get them all
From backports.org if you want to go this route.
