Ubuntu -dbgsym packages are treated as orphaned (when installed
alongside the library pacakge and -dev package), whereas -dbg packages
(essentially the same thing) are correctly not so treated.
Although -dbgsym packages are, as far as I'm aware, not made in
Debian, this seems a problem that should nonetheless be fixed upstream
in reportbug, and not in an Ubuntu-specific patch.
