Please install the static library and header files as part of the
package. It appears to be possible by changing the commented out
dh_install in debian/rules to

        dh_install SRC/libPCx.a usr/lib
        dh_install */*.h usr/include/pcx

and changing the debian/dirs file to

usr/bin
usr/lib
usr/include/pcx

where the directory usr/sbin isn't needed and can be removed. Another
way of organizing the header files would be to reproduce the SRC, F2C,
and mex directory hierarchy from the source package under
usr/include/pcx rather than using a single subdirectory as above,
or to have a separate pcx-dev package.

BTW, I would like to build a free GPL licensed package that uses pcx
but I'm reluctant to do so because of the condition that the
distributor may not charge for the media. If you are in touch with
upstream, would you mention that there are those who would be grateful
if they reconsidered this restriction?
