rpki-client on debian bookworm is being built with `--with-tal-
dir=/etc/tals'. This affects default path for the skiplist.

However, rpki-client(8) still lists /etc/rpki/skiplist as the default
skiplist path.

I would suggest to update the manpage to list the correct default path
for debian builds.
