Looking to upgrade PostgreSQL from 15 to 16, but this package is required for 
us.
(and we want to use the latest stable Debian for production (Bookworm))

You might be better served by getting postgis from pgapt:

 https://wiki.postgresql.org/wiki/Apt

I won't be maintaining a postgis backport again, someone else could, but I don't think that's wise.
