Following a conversation with the systemd maintainers at
<https://salsa.debian.org/systemd-team/systemd/-/merge_requests/187>,
I've added a new binary package linux-sysctl-defaults which installs
/usr/lib/sysctl.d/50-default.conf.

This new config file is based on a file from upstream systemd, but has
a couple of changes to match Debian's current defaults.  The intent is
that this configuration should be applied regardless of which kernel
package or init system is used.

Please consider dropping /usr/lib/sysctl.d/99-protect-links.conf and
adding linux-sysctl-defaults to Depends or Recommends instead, once
that package is available in testing.
