Package: libapache2-mod-encoding
Severity: normal
Dear maintainer,
I've just uploaded Apache2 2.2.22-3 which introduces a change which is
going to affect your package. To ease our upcoming Apache2 transition
towards 2.4 I dropped our virtual development package "apache2-dev" to
avoid dependency resolution problems in buildds with it as long as we
haven't uploaded Apache2 2.4 to unstable.
However, your package is build-depending on "apache2-dev" (against the 2.2
version of it) which was up to the latest version a virtual package
provided by the real package apache2-threaded-dev. If you plan to upload
another version of your package which links against the Apache 2.2
version before we are going to replace it by the 2.4 version anyway
(this includes binNMUs, FWIW) it will fail to build from source in
future.
It can be simply fixed by build-depending on apache2-threaded-dev
instead of apache2-dev for your next upload. Note, this is independent
of our ongoing Apache2 2.4 transition which requires further changes
anyways.

This bugreport from 2012 is obsolete as far as I can tell:

Looking into this today, I see there is no longer an apache2-threaded-dev
package in Debian (unstable), and apache2-dev isn't a virtual package
either. So I assume things have changed over that long time, and this
bug report was just forgotten. Let's use the bits in bugs.d.o for more
pressing issues.
In case I'm wrong here, just drop me a line.
