The postgresql-common package depends on ssl-cert >=1.0.11; however
ssl-cert package 1.0-11 is installed, which I presume is what was
intended. This looks like it is a typo.
It should be noted that I am running the amd64/stable (+backports
+volatile) version in case this is actually a problem isolated to
ssl-cert within that architecture.

It's not a typo, version 1.0.11 (as opposed to 1.0) is really required
since it provides proper permissions of the snakeoil SSL certificate.
So this is a problem of backports.org. Can you please ping the
backports.org guys?
