Thanks for doing exactly as you were requested.

This is not a bug, however, but a misuse of the tool out of scope:
d-shlibs supports only the same libraries part of the same Debian
release (i.e. it cannot know the future).

Any package using d-shlibs should declare appropriately tight dependency
on d-shlibs, which jbig2enc 0.29.5-2 does: It seems that you could only
reach the error message you shared by overriding an explicitly declared
dependency on "d-shlibs (>= 0.107~)".
