The Debian GNOME team intends to upload gimp 3 RC1 to Unstable soon,
for inclusion in the next major stable release of Debian, Debian 13
Trixie. exult's gimp plugin is not currently compatible with gimp 3.
Currently, exult is not in Debian Testing because gimp was removed from Testing.
To fix both these issues, please stop building exult's gimp plugin. I
am submitting a merge request to fix this issue:
