pidgin-sipe was removed from Testing in April because it depends on
freerdp2. Debian now has freerdp3. freerdp is a security sensitive
library so we are trying to only have one freerdp version in Debian.
The last upstream commit was in 2019:

The last upload by the Debian maintainer to any package appears to
have been in 2020.
Please remove pidgin-sipe from Debian.
