When using libjs-bootstrap5, dropdowns, navbar dropdowns, and popovers do not
work. When a dropdown button is clicked on, browser console log shows that
Bootstrap is trying to call Popper.createPopper() (IIRC) and unable find the
method. Bootstrap 5 states that it depends on popper.js 2.x instead of
popper.js 1.x like in Bootstrap 4[1]. This was noticed when migrating
FreedomBox UI from libjs-bootstrap4 to libjs-bootstrap5.
To fix the problem, please depend on libjs-popper.js >= 2.0.
