The attached patch refector the installation logic from debian/rules to the toplevel Makefile, to prevent duplication. It uses the common variables -- DESTDIR, prefix, datadir, etc. 3. Using this patch, the relevant part of debian/rules should be replaced with a simple $(MAKE) DESTDIR=... install [this change is not included in the patch] 4. The patch don't include installtion of man-pages on purpose. This is because debian/rules (rightly) use dh_installman while in Fedora our .spec file has to handle this manually.
