please include the "exch" tool in the util-linux package, that has been
introduced in upstream util-linux' 2.40 release.
It is a simple wrapper around renameat2's RENAME_EXCHANGE functionality to
atomatically exchange two files.
The tool is built by default, but currently not packaged, as can be see in the
build logs:
