When "gpgconf --kill all" is launched from "apt update" and /proc isn't mounted
a gpgconf child process will go into an infinite loop, see the following strace
output for details.
I think that it should either abort with an error or run normally.
I first saw this bug in version 2.2.43-8. Running apt in a bare chroot isn't
that uncommon for me and for some earlier versions it worked OK.
