>From the package description, it seems this package is an enhancement of
qemu-kvm - not the other way around.
It might be that qemu-kvm is the most common use case for this tool, but
if this tool does not need qemu-kvm to do its job then please use the
properly directioned package relation hint - and if you believe a
stronger relation than "Enhances:" (arguably the reverse of "Suggests:")
is appropriate then please have the qemu-kvm package declare that.
Concretely I know that the light-weight web middleware daemon uwsgi can
optionally make use of KVM but but I suspect that this package may more
efficiently detect when suitable to merge pages - but it is quite silly
for a web-server package to recommend a tool which pulls in a bunch of
desktop-related stuff.
Please change from "Recommends: qemu-kvm" to "Enhances: qemu-kvm".
