Dependencies automatically generated by dh_elpa are by default
versioned, which means that the current Provides doesn't in my
understanding quite serve it's purpose. Please use a versioned Provides
for elpa-howm so that the depedency dh_elpa auto-generates can be
satisfied by the package.
