Severity: normal

If I log in the first time of a new month, Gnome falls back to the
system locale (C) instead of my configured locale. Also, since I can't
change the locale at login (#638353) I have to log in, change the
settings, log out and log back in again. The C locale is problematic
since a lot of desktop apps no longer work properly with the C locale.
