The neutron-common package grew a dependency on dpkg-dev in 2013.2-7,
due to commit 82a08513d7726edcc5c574c603624b17ba8512ce. But the code
using dpkg-vendor was dropped in
commit ced2f4baa8f89b915a9128c6fb6e52f801217be0 release 2014.1~b3-1.
So the dpkg-dev dependency can be dropped now, which is otherwise
pulling in the entire build-essential set on installation.
(For the future, please use a substvar or a debhelper substitution
pattern and replace the value in the maintainer script at build time.)
