When I upgraded gnome-panel (2.12 to 2.14) many applets like 
WindowList, WindowMenu, WorkspaceSwitcher.. did not work anymore
("failed to load applet OAFIID:GNOME_...").

Upgrading libwnck18 from 2.12.3-1 to 2.14.2-1 solved completely 
the problem.
