Users should be allowed to easily change the order of the rules in the
"Matched Windows" dialog. If you want to set a global matcher that
applies to all windows, but want to have some exceptions for that rule,
this is only possible if the global rule is applied before all exception
rules.

As a workaround I changed the order in .sawfish/custom while sawfish was
not running, but this is definitely not the prefered way of doing it.
