Dear Maintainer,

When trying to launch barbican-api with TLS options enabled, I ran into
weird issue.

I launched the daemon and saw it running with the parameters enabled,
but no matter how I configured the TLS options (putting my certificates
to right place at /etc/barbican/ssl/private and /etc/barbican/ssl/public
with appropriate file names and permissions), I could not get the
barbican-api respond over https.

Finally I noticed, that instead of python_uwsgi, the process was running
/usr/bin/barbican-api binary, which has hardcoded the default http
site on 0.0.0.0 on port 9311. This overrides anything that is set for
the uwsgi.

After examining for comparison nova-api package, it seems we are missing
dependency, uwsgi-plugin-python3. Barbican-api has not this package as a
dependency, so /etc/init.d/barbican-api will fall back to default binary
/usr/bin/barbican-api thus creating the issue.

I am aware there are more recent versions of barbican-api, but I did not
see uwsgi-plugin-python3 as dependency. Furthermore, if the package is
never tested with tls enabled it will pass the tests, because it happens
to launch the default site over http on the default port. So I do not
expect more recent version of package fixes this.
