the testsuite for src:icu is always run even when DEB_BUILD_OPTIONS contains
"nocheck". This is because debian/rules overrides dh_auto_test without checking
whether "nocheck" is present:
override_dh_auto_test:
dh_auto_test --no-parallel
Please add a check to test for the presence of "nocheck".
