I sent this command

which follows that pattern, and the bug server replied

Maybe the "in" shouldn't be there.

The bts(1) manpage documents the bts program's command line syntax, not the
debbugs server's control e-mail syntax. There are some subtle differences
such as the one you found.

If you can think of a way to make this subtle distinction clearer in the
documentation let me know.
My overall approach so far has been to make the UX of using the bts program
interactively (from an MUA) better to avoid having to write BTS commands by
hand in the first place, but that still needs more work.
