I am from Brunei. I got the information from the qt website, the version
6.8 is commercial. Is there a non commercial version for Debian 13.5 that i
could use ? My installation only includes the Qt 6.8.2 commercial version.

My guess is that this is a misunderstanding of how Qt licenses their software.
All of their releases are dual-licensed under either DFSG-free licenses or a
proprietary commercial license.

Qt provides the commercial licensing option for clients who want to include
the software inside of close-source projects. They use the money they make
from selling these licenses to fund the development of the source code.
The Debian packages are all built from code available under DFSG-free
licenses. The copyright and licensing details of each package are available
in the copyright file, which is installed under /usr/share/doc/<PACKAGE>/
copyright, or is available on the package tracker website by clicking on the
icon that looks like two scales next to the version of the package you are
interested in.
