Now, on 11.1, I only see one email. I've tested it with the same key always, but now I didn't have a 10.8 debian installation for re-testing and getting information from the logfile. After searching for this bug on gitlab-ce official repository, I can only find cases with 9.5 version, when gitlab didn't support subkeys.
