This bug report is a follow-up to the discussion around bug #1122270.
I proposed a patch for adding a presubj for reportbug [1]. With this
patch, when a bug report is filed against base-files, reportbug will
display a warning indicating that requests to add new licence files to
/usr/share/common-licenses should be filed against debian-policy. The
warning also directs the bug reporter to the base-files' FAQ.
