The '3.0 (quilt)' format is now the _one_ format
for packaging non-native tools.
Please drop the old debian/README.source that
is now states what is the obvious wanted behaviour.
Please also remove these two last references:
- debian/rules:include /usr/share/quilt/quilt.make
- debian/control:Build-Depends: quilt
Later we will be able to remove /usr/share/quilt/quilt.make
from quilt itself.
